Understanding Delays

Hi everyone,
can anyone explain the logic behind the outflow equation in a first order material delay? why the equation is set to the:
Outflow = Material in Transit/Average Delay Time
why this division is an estimation of outflow in a material delay?
is this the same with the decision rule for outflow of a first order negative feedback loop?
thanks in advance for explanation.
