I've got a model that has units for time set to hour and has the pertinent information in the Date Display boxes of the Time Bounds tab of the Model Settings window: Date, YYYY-MM-DD, 2016, 10, 1, Hour.
On the Control Panel Time Axis tab, I've checked the "As Date" checkbox.
My graphs have 0000-00-00 as the date label for each marked point on the abscissa.
If I uncheck "As Date", I get the appropriate value of hours along the abscissa.
If I set the Base date units to Day, I get dates in the proper format, but they appear to be calling each hour a new day--the end of the simulation is now shown in 2031 instead of 2017.
Am I doing something wrong? Do I need to figure out how to create a new time base?

I think the documentation needs improvement on this. Go to Model->Settings, here you can set the date display settings, you should be able to change these to fix the display.

That sounds reasonable, but I'm not sure what else to try.
On the left side, I've got an initial time of 0, a final time of 5831 (yes, it's the same long model I wrote about recently), and time step is 0.125. SAVEPER is 1, units for time is hour, and I've currently selected Euler integration.
I think that's all essential for the model as I want it to work.
On the top right, I've got (in order) Date and YYYY-MM-DD. That sounds like what I want.
That leaves the base date. I want this to start at the beginning of a "water year," which is October 1, so I did that.
The remaining choice is base date units.
If I select Day, I get dates from 2016-10-01 through 2030-11-02, suggesting it's taking the numeric hour as a numeric day.
If I select Hour, I get dates from 0000-00-00 through 0000-00-00.
That's all with "As Date" selected on the Time Axis of the Control Panel. If I uncheck that, I get the expected number of hours on graphs.
What am I missing?

Can you email the model to us so we can take a look? It could be a bug, might also be some incompatible settings.
