SD modelling of privitization

My name is Young-Kyung KIM and I have been working for
Korean High Speed Rail Project.

I would like to ask your advice for the following
questions.

My specific interest lies in the application of
transport managment technique in railway operation in
the context of deregulation and
privitization. In Korea, railway transport is a
monopolistic market and privitization is very
sensitive topic to speak it out, though it is a sure
trend. For the qualitative analysis of public policy
on mass transport operation, I would like to use
system dynamic approach while comparing with other
countries approaches such as US, France, and Japan.
Then, I will dig into more details in transport
management to concretize ideas for practical
application with constraints of limited flexibility in
pricing due to incompleted privatization, which might
be a real situation for the coming 5 to 10 years in
Korea.

Regarding this, could you advise me how to approach to
model the situation and let me know where to find
related literatures and models?
