AIIM's Standards Board recently decided to foster the establishment of
Strategy Markup Language (StratML) as an international (ISO) voluntary
consensus standard for potential use by all organizations worldwide. The
prospective purposes of StratML are outlined at

U.S. federal agencies have a particular interest in AIIM's initiative in
light of the guidance provided in:

OMB Circular A-119, which encourages agencies to participate in
the development and use of voluntary consensus standards.

Government Performance and Results Act (GPRA), which requires
agencies to compile and maintain strategic and performance plans.

Subsections 202(b)(4)

<http://xml.gov/documents/completed/eGovXML.htm#207d> of the eGov Act,
which respectively require agencies to:

o Work together to link their performance goals to key groups, including
citizens, businesses, and other governments, as well as internal Federal
Government operations; and

o Adopt open standards (e.g., StratML) enabling the organization and
categorization of Government information in a way that is searchable
electronically and interoperably across agencies.

Under the able leadership of my StratML CoP co-chair, Adam Schwartz of GPO,
and with the active assistance of volunteers like Amin Hassam, formerly with
i411 and now with Oracle; Sylvia Webb of GEFEG US; Francis Buck of Business
Web Software; Ed Chase of Adobe; Paul Norcini of Mark Logic, Mike O'Malley
of HyperVision; and Betsy Fanning, AIIM's director of standards, our
progress thus far is documented at

The StratML collection now includes more than 100 (more or less well
developed) strategic plans converted to StratML format using four different
tools: http://xml.gov/stratml/index.htm#NonProfits We hope to greatly
expand the number of plans developed by non-U.S. government agencies:
http://xml.gov/stratml/index.htm#InternationalGov We'd also like to
increase the number of nonprofit, public service organization plans included
in the collection. SDS's and SDS-UK's plans are already included, currently
at item 37 at http://xml.gov/stratml/index.htm#NonProfits

The first meeting/telecon of AIIM's StratML Committee is scheduled for
January 10, from 1:30 - 4:30 at AIIM's headquarters in Silver Spring. The

colleagues would like to be included in the mailing list to receive notices
of the meetings from AIIM, please let me know. Presumably, those with
expertise in system dynamics may have valuable contributions to make to
specification of the StratML standard, particularly with respect to the
elements relating to inputs, outputs, and stakeholder feedback.
