Recalling the discussions of last Winter and this Spring, here is a link from IIASA titled ""Providing Science Advice to Governments"".
This discusses how policy is made (in the USA) and how the Center for Science, Technology and Security Policy at the American Association for the Advancement of Science operates with policy makers.
