what else can Vensim Application Distribution do except build Venapp?

The Vensim Application Redistribution License is a license that permits you to redistribute Vensim models as either Venapps or other applications calling the Vensim DLL. Without this license such applications can be packaged so that they can be read by the Vensim model reader. This is discussed in Chapter 13 of the Vensim DSS Reference Supplement.
