Academic Reference for "Allocate by Priority"?

The Vensim webpage has a description of the Allocation By Priority function at http://www.vensim.com/allocp.html. I am wondering if there is also an academic reference (paper or report, of some sort) to William Wood's allocation algorithm? I have used the Vensim algorithm in a research project, and would like to reference the algorithm as "officially" as possible.

I've searched in the past for a reference and could never find it.

However, there are posts on the SD mailing list that mention it was coded by David Peterson (a colleague), so I will ask him and get back to you.

I had enquired this some time ago myself. As far as I can see there might be some error with the first name of the ominous "William Wood". The problem addressed seems to be referred to in the literature as the dispatch problem and the algorithm thus as a dispatching algorithm. I have found a reference to some A.J. Wood who seems to have introduced the Economic Dispatch problem and its solution with regard to power generation. Considering the roots of SD and the many electrical engineers in the field including the "founding father" himself this seems very plausible to me:

Wood, A.J., and Wollenberg, B.F., Power Generation, Operation and Control, Wiley, New York, 1984. 2nd revised edition, 1996.

So maybe that is a good source to check?
