Bug report for DSS 9.3.5
Click on the move tool seems to pretty reliably cause the screen to jump to a new a spot on the view.

I think the reason is that the alignment toolbar appears, causing the top toolbar height to increase. If your screen is big enough, you can drag that toolbar up and to the right of the sketch tools. That prevents the jump.

I think you're right. I've been trying to replicate it but this is I think the effect. Thanks for the clarification
