If you have stock and an inflow from a cloud, then delete the cloud you are left with a valve and half of the flow from the valve to the stock. How can another flow be attached to that valve? The incoming pipe so to speak?
I used to be able to take the flow tool and click the valve with the second click instead of a stock. However, this does not work any more, (not even when switching to traditional style sketch). I am working with Vensim PLE+10.3.1. I used to work with older versions of Pro and DSS. Is this reattachment a feature only available in DSS and/or Pro or can it be done in the the current PLE+ Version as well?

I cannot seem to find a way to do this. I'll fix ASAP.

I think it's possible - use the flow tool to click on the valve, then click on the target (whitespace for a cloud, or another stock). You may have an unwanted arrowhead at this point, which you can turn off with a right-click.
