Traffic jams and congestion

Does anybody has a model a reference, a suggestion on real life traffic jams and congestion ( as per Sterman Chapter 5)? Although it would be used for academic purposes it should reflect real world attempts to improve the traffic problem without decreasing the general well being of the community. (you may reply in English, Spanish or French.

I have seen one presentation on at least half of your topic which concluded traffic circles are far better at keeping traffic moving and safe rather than the fluctuations in traffic volume and speed caused by stoplights. However measuring the well being of a city is another matter as you need to account for those citizens not in a now faster moving automobile
