delay fixed? how to use it

i have a problem,

when the prodution start , it will become under construction(level), then wait for 30 days(productino time), it will become the "production completed", so i need to use the delay fixed to desrcibe,

but the result seems wrong, hope some one can help me

(if i add the red line, and delete the under construction to completed line, the result seems right, but two rates can't connect direcetly? right)

I believe the equation for "production completed" should be

production completed =
DELAY FIXED ( production start, REVIEW TIME + LEAD TIME , 0 )

You should read up about delay functions, there is lots of info in the Vensim manual.
