I underscore Jims reaction to Bills excellent example.

The other point raised by the example is that in boat design and
organizational design, the decision makers are the decision makers. The
purpose of the simulation and testing exercises is to build their
understanding enabling them to make better decisions.

Too often I have seen people who start out skeptical of simulation "black
boxes," flip to viewing them as crystal balls from which all wisdom emanates.
Neither extreme on that spectrum is healthy. Jim and Bill describe exactly
the right position betwixt the two...a symbiotic relationship between decision
maker and simulator...in which the decision maker remains boss.
