Modelling Performance

I try to model the connection of motivation and qualification of clerks on their performances.
Im especially interested in setting up a scale indicating the rework in % considering motivation and qualification.
Example: low motivation and low qualification = x% rework.
Is there anyone out there who can give me some information on this?
