Does anyone know of a paper, article, etc. that
describes the use of SD / ST for perforance
measurement in the Rail Industry.

We recently completed some EU funded work looking at rail infrastructure
provision using SD. It wasnt specifically about performance measurement,
but may be of interest. I can forward details directly if you want them.
