I encountered the same problem when I came across TOC. A book that might =
be helpful is " What is this thing called Theory of Constraints and how =
should it be implemented?" by Prof Goldratt. It is published by North =
River Pres, P.O. Box 567, Great Barrington MA 01230 (800) 468-2665. The =
Goldratt Institute should also be able to provide you with a copy.

Prof Goldratt summarizes TOC as follows :
1. Identify the systems constraints.
2. Decide how to exploit the systems constraints.
3. Subordinate everything else to the above =
decision.
4. Elevate the systems constraints.
5. If in the previous step a constraint is broken. =
go back to Step 1, but do not=20
allow inertia to cause a system constraint.
There are numerous Web-sites relating to TOC. A good starting point is =
www.goldratt.com
