Workforce Retraining

Hello, folks.

This weekend, I received a regional business newspaper extolling the virtues of an initiative to retrain the local workforce, required by the changes in the global economy and the impact on the local business and industry mix. Reading the articles, I was struck by an underlying theme that this situation could be changed relatively quickly and that the initiative leaders knew which skills were necessary for the current - and coming - generation. I did not get the impression that they were taking the delays in retraining into account nor were they giving consideration to the accuracy of their forecasts.

Could you direct me to some system models that might provide insight for the leaders of the regional initiative?
