conveyer leakage -- can be a delay?

Since I've been getting such good advice on this forum I thought I would ask another question.
If I have the stock with a conveyor and outflow is it possible to have the leakage from that stock also be a delay?
In this case the stock is an employment category and people being promoted to the next category must remain in the stock for ex-number of years.
However there is also retirement from the stock which could be, in this case, a regular exponential decline. But I'm wondering if the leakage from a conveyor can be something else. And if so how can it be formulated.
