hi, maybe the paper in proceedings isdc 92 utrecht page 355 ba u. la roche
will give a useful overview guiding further research into the question.

There are many writings on this subject. See in particular,

Greenberger, Crenson and Crissey, Models in the Policy Process. NY: Russel
Sage 1976.

A good reading also is "The Unavoidable Apriori" by Dana Meadows
