Fishery Decision Making Systems

I am in the beginning stages of a (so far self-funded) effort to look
into the failure of fishery management systems to adequately manage
major fishery resources.

I got interested in this subject when I returned to the USA (for one
year) and realized that, even with the immense amount of fishery data we
have, and the well trained scientists using that data, our efforts to
adequately manage major fisheries is often a failure. There are many
examples. Why does this happen?

So far, I have been developing preliminary models and surveying the
literature, which offers some interesting insights.

I would be quite interested in discussing this issue with SD
practitioners with similar interests. I will be at the SD meeting in
Palermo, so perhaps that would be a good start some collaborative
efforts.
