conditional PULSE function

Dear Tom, Administrator,
I want to add a constant in a level from a specific time step to the end of simulation. Just like PULSE function, however, the initial time is conditional (when the first non-zero number will be resulted). For instance, consider the following level, constant and level + constant:
Time step (year) 1 2 3 4 5 6 7 8
Level value 0 0 200 300 400 500 600 700
Constant 500 500 500 500 500 500 500 500
Level + Constand 0 0 700 800 900 1000 1100 1200
