My question is: does the current version of Vensim PLE (7.1) allow the creation of navigation links? Because I can not find the option when I do it from the insertion of comments.

PLE doesn't support this (thought it can read nav links created in other versions).

I don't know - if there ever was one, it was inadvertent.
