Please explain the difference between Delay Fixed and Delay 3 function?

Have you looked at the help system? Both functions are explained.

I understand the delay fixed function but I couldn't able to understand the delay 3 functions.
here I am attaching the basic model related to the delay function. here I used cycle time as production time so this much time item has waited in WIP. this is the basic idea so which delay function I can use in this model.
