Learning : An Organisation Product or By-Product?

Currently I am preparing an artilce with the title
"LEARNING : An Organisation Product or By-Product"
as per announcement in my homepage:

Appreciate greatly Ideas, Suggestion, Differenct perspectives from
all the wise men/women in the above forum.
In my OBSERVATIONS in the Corporate world (what about academia,
or this forum), many "progressive" managements have jumped
onto the "Learning Organisation" bandwagon. But there are plenty of evidence
that "Learning" is just an "after-thought" or "by-product" of their day-to-day
activities, meetings, interraction, debate, problem solving etc.... never the
FOCUS or in their Consciouness. They are still using the old paradigm, the
Machine Model, the "Divide and Manage" doctrine (Taylorism?),.....
to justify the "LEARNING" process.
The intent of the article is to Explore and Expose the present
paradigm and open a path towards a new one.
Your further contribution to the ideas is much appreciated.
