changing optimization models to SD models

I wonder if anybody could kindly let me know how can I develop a System Dynamic model of the following maximization problem (Please see the attached file) in order to maximize the objective function of the problem by running the SD model.

I'm sure you can do it. What errors are you getting when you try?

You could express this more or less directly in Vensim, and use the optimizer with U as the primary payoff, and a penalty term on noncompliance with the constraint.
However, this doesn't seem to have any dynamics of interest, so I don't see any advantage to using Vensim over any other tool.
