Have a look at this paper, might be a good start.

Coastal Zone Management
Rolph,
Back in the 1970s, I was using system dynamics to simulate "boom town"
impacts from rapid development in rural areas. The DOE and the Los Alamos
lab were interested in socio-economic problems in the Rocky Mountain West
that might attend rapid development of energy resources. Boom town problems
were a concern around the country, and a small collection of system dynamics
models (all in Dynamo) sprouted up in Texas, Wyoming, Canada, etc. One of
the sprouts dealt with socio-economic impacts in the coastal zone. Some of
the NOAA staff interested in Coastal Zone Management developed a system
dynamics model to focus on the impacts from off shore & on shore development
and whether NOAA could mitigate the impacts with municipal loan guarantees.
Norman Meade and Patrick Hughes published a short piece on "Damping the Boom
and Bust Cycle in Coastal Energy Development" in the Dept. of Commerces
"Environmental Data Service", March 1978.

Coastal Zone Management
Dear Colleagues
I have been on your list for about two years now, and find it very
stimulating and interesting, so much so that I can now call myself an SD
convert. I am currently planning for my PhD and since I am a Coastal
Manager, I would be grateful if members could advise on any work done on SD
in Integrated coastal Management on Management of Coastal Resources. Your
guidance and pointers would be really helpful.
best regards
Rolph
