Modelling decentralization reforms

Hi
Is there any SD work that explicitly models the decentralization reforms
(i.e., devolution of responsibilities and resources from the central
government to local communities) for sustainable development? Where the
structure of model includes variables, for example, accountability, misuse
of authority, efficiency of resource utilization, technical staff
capacities/training programs, and service delivery etc.
We are interested in understanding the impact of decentralization reforms on
sustainable development in short-term and long-term.
Any suggestions, references, and related models are welcome.
