I am modeling a production process and want to observe the influences of shipping input products to various production sites. The hope is to capture if system wide cost effiencencies can be made and how they effect other important operating parameters. The current issue I am having is weighing the complications assocaited with tieing each office to the others vs. a virtual clearing house idea (always empty). Tieing multiple offices together is accurate at the cost of complexity. I add a variable "Shipment from A to B" on the A model and shadow it on the B model. Unfortunately there are 37 offices. The second option has the exact opposite benefits and burdens. Any comments are greatly appreciated. In the end this model is meant to compliment a linear programming model

Have you tried the two options with only 2 offices? Simplifying the problem to get insights is never a lost of time.
