Can Vensim 4 Publish a Model to a Package?

I know Vensim 5 can publish the model to a package which has the extension name "vpm".
In Vensim 5 you can use the menu item File>Publish to do it.
But in Vensim 4, there is no such item in the menu item of" File".
Does anyone know how to publish a model to a package in vensim 4?

Publication was not available in version 4. However, models built in version 4 can be opened in the current Vensim and published from there.
