Healthcare system optimisation

I am working with one of the peak healthcare bodies in Australia. The issue
has come up about optimisation of a healthcare system, in particular how to
determine the appropriate levels of government investment in prescribing and
pharmacy advice about prescriptions. I recall a number of past postings on
healthcare SD models, and am wondering if:
1. there are people on the SD list who are on top of these issues;
2. what credible models or integrative reports/papers may be available to
provide some real guidance on these issues; and
Depending on the outcome of this initial enquiry I have in mind to see if it
is worthwhile securing some funding to refine and apply the understanding
for local conditions, to further this important debate for the future of
cost-effective and equitable healthcare.
