There is a link that makes the whole system unrealistic. from: Quality, Productivity, and People =====> Room being cleaned incompletely. Do you have any suggestions?

I think the logic needs some description before we can help.
I would tend to define things such that "quality" is a 0 to 1 index of the completeness of cleaning. Then you have something like:
cleaning rate = people * productivity ~ rooms/day
complete cleaning rate = cleaning rate * quality ~ rooms/day
incomplete cleaning rate = cleaning rate * (1-quality) ~ rooms/day
Then quality presumably is a function of schedule pressure and burnout. Schedule pressure is a function of the desired cleaning rate (backlog/normal time to clean) relative to the available cleaning capacity.
