Municipal management modeling

My name is Augusto Carena. I am an Italian consultant working on SD

application in education of management, particularly from manufacturing
and recently services sector.
For the next months I plan to build a SD model-based learning environment
for municipal managers, but, due to the typical Italian political
instability, it is virtually impossible that training explicitely based on
a strategical and systemic point of view can be accepted by our
administrations. So I am thinking to bypass this obstacle by offering an
educational tool that is formally focuses on team building and decision
making (budget allocation, etc.) but that contain all the features of a
microworld,so that I can slowly drive the managers from decision making to
policy making, and from operations to a more strategical thinking.
De to our difficulties to find texts, Im not aware of any publication or
experimentation already existing about this theme (except for Forresters
Urban Dynamics, of course) so I would be glad to receive any information or
contribution from you, including any comment or criticism to this project.
