I am answering lately to your mail, because I hoped that somebody more
competent than

me would reply.



May be in the course of the study of your problem somebody will take the
train later on.



First is the model of the same kind of the one found at the end of the
Stermans book chapter dealing with coflows and aging chains, where there
are two coflow aging chains. (I do not have the book with me, I am
travelling.)



I understand that the attributes are age, but do not understand what you
mean by



given the fact that the
promotion level/age attributes [which are policy defined, some goal-gap,
some other rationales like time as well] constrain the cycle -i.e.



Can you be more explicit with the attributes?

What are exactly the links between the attributes? Are they directly linked,
of through the goals or something else?



I do not understand why you
cannot move the resources [people/equipment] from one stock into another as
you would like because over the YEARS [time is 20 years] those resources
have aged/left.

Moving resources from one stock of aging chain to the other usually does not
cause any problem. Can you explain this more fully?



Can you answer and join a simple Vensim model, representing the essence of
your problem,

with good comments.

I use Vensim DSS.

If you have found some ways to represent your problem through reality check,
or the allocation by priority function, then implement it in the model. It
will have the advantage to be a completely explicit representation of the
problem.
