installing vensim in China

Hi all,

We built a vensim simulation game using venapp for the interface. The game has been packaged using 'Venapp installer builder' and we have purchased a Vensim redestribution licence to allow installation of the game on PCs that do not have Vensim.
It works fine in Europe, but not in China, where our client is not able to install the game (we tried with both Win 2000 and Win 98 operating systems): what do you advise we do?

for additional clarity, find attached the message received by the client in China when trying to install the package.
