Our literature for some time has questioned our ability (or anyone
elses) to model A SYSTEM. We profess to be pretty good at using
simulation and a feedback perspective to address dynamic PROBLEMS.
Perhaps if the sender of this note could rephrase the question to address
a dynamic problem in a bureaucracy there might be some on this list who
could help.

Georges reminder is very important and I slapped myself for not mentioning
the essential qualification in my earlier response. I should add that both
references I provided deal with the growth of bureaucracy and its related
resource allocation and productivity problems.
