Paper on Emissions Market: Reply to Sari

This is a reply from Andy Ford at WSU to Agus Sari who is looking at the
market for permits to release carbon dioxide. The question has to do with
modeling this market in an international context. I recommend a paepr by
Robert Hahn and Gordon Hester to get a feeling for how such markets may
operate. Its called "Where did all the markets go? An Analysis of EPAs
Emissions Trading Program" and it appeared in the "Yale Journal on
Regulation" Winter 1989, Volume 6, page 109-153.
