Reference modes with noise

Dear Sir,

I am not sure if a reference mode that contains noise can be properly
used in modeling so that the model can provide credible policy recommendation.
Is it necessary to use a noise-free reference mode for building a basic mechanism?
It seems to me that noise-free data are rare in an environmental system.
